In France, Business Climate measures industrial entrepreneurs’ sentiment about current business situation and expectation about business conditions. The survey sample comprises about 4,000 enterprises in the manufacturing and mining industries. The indicator is calculated using factor analysis technique. The index is then calculated in a way to measure the current sentiment in relation to the historic index values of the period 1993-2011. A value over 110 indicates unusually high optimism and a value under 90 indicates unusually high pessimism. The value 100 indicates neutrality.

France’s manufacturing business climate indicator rose to 101 in October 2025 from 97 in September, moving above its long-term average of 100 for the first time since early March 2024. The improvement reflected easing pessimism in order books (-16 vs -22 in September) and foreign orders (-5 vs -16), both reaching their highest levels since March 2024. Personal production prospects surged to 18 (vs 8), the strongest since February 2022, while general production prospects also improved (-11 vs -13). Finished-goods inventories rose again to 18 (vs 16), remaining above average, and economic uncertainty held steady at 31. Workforce levels were broadly stable, while selling price expectations rebounded to 4 (vs 2). Conversely, past production weakened further (-13 vs -7), its lowest since October 2024. By sector, confidence strengthened sharply in transport equipment and machinery and equipment goods, softened in food and beverages, and improved slightly in other manufacturing.
